Information and Regulations
of the International Chess Open Festival "Aeroflot Open 2007"
General information of the festival:


The International Chess Festival "Aeroflot Open 2007" will be held in Moscow from 13 February (the day of arrival) to 23 February 2007 (the day of departure).
The official hotel and tournament venue is hotel "Gamma-Delta" belonging to the Tourist Complex "Ismailovo".
The Organizers of the Festival are the "Aeroflot-Russian Airlines", the Association of Chess Federations and the Russian Chess Federation in cooperation with the Committee on Tourism of the Municipality of Moscow.

Type of Chess Festival:

The festival consists of four tournaments. Each tournament is a nine rounds Swiss Tournament.

The Tournaments and Prize Fund:

The total prize fund of the four tournaments is 200 000 USD.

Tournament A1: for chessplayers with a FIDE rating higher than 2549.

In exceptional cases the organising committee has the right to permit a chessplayer to play in a higher tournament than his/her FIDE rating indicates.
In case of a tie of 2 or more participants, the prizes are divided according to the Hort system.


Explication of the Hort System for the prize distribution.


As mentioned in the regulations on Internet the prizes in cases of a tie of two or more participants will be divided according to the Hort system. The following example will explain this system.
Suppose 4 players share the same place. The four prizes are as follows1st $10000, 2nd $8000, 3rd $6000, 4th $4000
We have to split $28000. We split this amount in two equal parts, of each $14000.
The first part will be split equally. Each receives $3500.
The second part will be split according to the ranking after tiebreak.
#1 receives $3500 + $5000 = $8500
#2 receives $3500 + $4000 = $7500
#3 receives $3500 + $3000 = $6500
#4 receives $3500 + $2000 = $5500

In all tournaments the number of prizes is not more than that shown in the tables above.

Tiebreak systems:


For tournament A1, A2 and B:
1. The number of games played with Black. Byes and forfeited games will be considered as games played with White.
2. The average of the opponents' ratings minus the highest and the lowest rating.
For Tournament C:
1. The Buchholz score
2. The Median Buchholz score: it is the Buchholz score reduced by the highest and the lowest score of the opponents.


Seniors and Juniors:


A player will be considered a Senior when he was born before 1-1-1947.
A player will be considered a Junior when he was born after 31-12-1988.
Girls born after 31-12-1988 will be considered as Women players.


Special Prizes:


There will be also special prizes for the best performance among seniors, women and juniors in all tournaments and rating prizes (total 5000 USD).
Only one prize can be awarded to a player (the highest one).
The exact distribution of the special prizes shall be published after the second round of the tournament, when the numbers of seniors, women and juniors and the ratings of the payers in the festival are known.
Attention is called to the fact that for such prizes to be awarded there should be at least 3 players in each of the above categories

Time control:

Tournament A 1 and A 2: 40 moves in 2 hours, then 20 moves in 1 hour, finally 15 minutes for the remaining moves with an increment of 30 seconds per move in the last period.
Tournament B and C: 90 minutes for the whole game with an increment of 30 seconds per move from move 1.

Appeals Committee


There will be an Appeals Committee of 3 members and two reserve members.
An appeal must be delivered to the non-voting Chairman of the Appeals Committee, Mr. Bach, within one hour after the round involved.
Appeals against pairings are not possible, unless the following rules of the Swiss system are violated:
1. Two players shall not meet more than once.
2. A player can receive only one bye.
A player who appeals has to pay a deposit of 200 USD. The Appeals Committee will decide whether this amount will be returned or not.

Swiss system

The Swiss pairings program used in this tournament is Swissmaster 5.1 based on ratings.

Visa, tickets and payment

On additional tables the financial conditions of the players are published. The price of a package (airfare, transfer, hotel accommodation and entry fee) is offered on a discount basis.
If a participant does not need an airfare and hotel accommodation, he has only to pay the entry fee. This is the same for all participants . However, the earlier the entry fee is paid, the cheaper it is.
We would like to inform all foreigners, who wish to participate in the festival, that they have to pay the full package not later than February 06, 2007. Only then the organizers are able to arrange the air ticket and the visa in a proper way.

After payment is made please send to our e-mail or fax the registration form including your name and surname, Elo, birthdate, home address, e-mail, passport number with the expiry date, the city in which you prefer to get the visa and the airport for departure and arrival. Also please indicate in the registration form where you would like to pickup your ticket (airport or city-office).
You have to download the registration form from our website.
After the confirmation of the bank, the Association of Chess Federations will arrange a visa very quickly. The Aeroflot representative in the respective country will also be informed and will provide the air ticket. The participants shall be advised in advance about the Aeroflot office addresses.

Payment in USD and Euro should be made to the Interchess Ltd. banc account.
When paying in USD 1 Euro = 1,3 USD.
